'Sexually Violent' Offender Convicted Of Raping Four Children Reports Move In Sparrow Bush

The New York State Division of Criminal Justice Services issued an alert this week to Orange County residents regarding the residency of 21-year-old Robert Kelly, who has moved to an apartment on Darraugh Lane in Sparrow Bush.

The Division of Criminal Justice Services has assigned Kelly as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent sex offender.

According to the Division of Criminal Justice Services, Kelly had deviate sexual intercourse and contact with girls aged 10, 5 and 6, and a 10-year-old boy in June 2012. He was convicted of first-degree rape by forcible compulsion in January 2014 and sentenced to a term of between two and six years in state prison. He is now under the jurisdiction of the Orange County Sheriff's Office.
